open the game location, right click on the game application, and disable visual themes when the game is running, under the compatibility tab. That didn't work either. Don't work. :' (. I have this happen from time to time, and the way I fix it is to open the steam page over lay.
I've heard people use PS1/2 controllers with a $5 USB adapter, and "non" Xbox 360 controllers should work fine. Main problem is that GTA has a LOT of actions programmed to the same button, so if you use anything that doesn't resemble a Playstation controller (including keyboard + mouse) it will feel extremely odd.
